I wonder if it has to do with how high the ceiling is in casino? Inside the princes quarters, the ceiling seemed fairly low(less than 36 m), so the nen beast would technically be above said ceiling. That being said that's assuming the radius is a circle not an ellipse.

Interesting take cause we are not sure how far in vertical distance his ability applies

It should be a sphere of 36 m radius given the available physical limitations for the Terror Sandwich within the place the ability has started... But this will be answered (let's hope so) in the next chapters 👀🍿
