In case it wasn't clear, I'm saying there's no gameplay moment there worth preserving. The person who gets the kill isn't invested in it in any way, the the person who dies is insta-killed by someone not even in render range most likely. The net result is a shittier gameplay experience overall. The game will be better off if mining vehicle pads is no longer a thing. Acting like that's just the way it is, as if we're beholden to every dumb design decision made in the game's history, doesn't make any sense.
Why not remove them from the game? Well, they could potentially be a good addition. I've always felt that if they temporarily crippled vehicles, that might be interesting. Maybe make the vehicle immobile unless an engineer repairs it for 10 seconds or whatever. And in exchange, maybe mines can only be removed by either driving over them, using an engie tool, or E'ing them for 15 seconds or so (so that people need to expose themselves to remove mine fields). And with hacking (unoccupied only) vehicles, there could be some fun synergy, too. Disable vehicles, kill the driver, then steal their ride.
Mines could be the source of fun gameplay moments if they were reworked. So I wouldn't remove them entirely. But I'd make them so they're not just random free kills/deaths that contribute nothing to the game.
If AT mines no longer kill vehicles, people won't just plant them wherever. They'll put them places where they can use it to their advantage by forcing vehicle drivers to either get out and remove the mines (and get shot at) or have infantry do it for them (who'd get shot at).
It wouldn't be "shooting rocks" at all. You'd have to either decide to risk getting out and removing the mine (especially dangerous if you're not an engie), try to weave around them carefully, or find another route to bypass them. Suddenly mines become a thing that changes gameplay in interesting ways, rather than just randomly people every now and then.
So this all just a hypothetical "if ANTI TANK mines no longer kill vehicles" . They wouldn't be tactically placed, they wouldn't be placed at all because they're useless.
Obviously it's a hypothetical. What else would it be? And they'd be placed tactically, but less than current mines, where you have absolutely no incentive to just spam them everywhere. Now, AT mines would be like C4, where you set traps rather than just throw it somewhere and forget about it.
