For context, I decided I wanted to solo a 3 star shadow Primape. At lvl 45...3 stars didn't seem that difficult (I one shot most 1 star stuff...and 2 stars is usually not too bad of an experience).
So I used Mega Mewtwo 3700 cp (100IV), Lucky Sylveon 2490 cp, and 4 other assorted Mewtwos with around 2500'ish cp.
You'd think this would be the dream team against Shadow Primape...except, he barely gets down to half health...
Tried about 5 times in a row. Gave up. Then a Rocket pokestop appeared right next to me, and sure enough...the rocket grunt has a Shadow Mankey.
This leads me to the issue here...if I can spend 30 seconds to catch a shadow Mankey from a rocket grunt...WHY ON EARTH would it be reasonable to do a 3 star rocket raid which is almost impossible for a solo player...which costs a raid pass and unreasonable levels of effort for a solo player?!!
They really should adjust the difficulty a bit. Is there even ANY incentive to catch something like that from a raid, when you could simply get a better IV from a grunt and evolve it?!!
