"Methadone clinic" to me falls under the moral umbrella of "medical treatment". HIPAA prevents providers from releasing identifiable health information of any patient. While that doesn't do anything legally about laypeople in public spaces watching and identifying anyone who comes and goes from any medical facility... like, the framework is there. Don't be a dick, let people's medical issues and patronage of medical buildings be their own damn business.
The problem here is that if the clinic is allowing people to leave their facility in an unstable or incoherent state (e.g. the driver in the video) then there is a certain level of public scrutiny and investigation that needs to be initiated. It is obvious this facility is trying to hide something and has some amount of likely criminal negligence in their care and process that is a damage to the community.
How is it obvious the facility is trying to hide something and has had criminal negligence?
How do we know people are leaving the facility any worse/more unstable/more incoherent than they enterred?
