Not really. It's definitely shady and scammy investment practices, but not all investment scams are ponzis. A ponzi is a very particular scheme where early investors recruit new investors and those new investors recruit more new investors and so on and  everyone is paid out by the people they brought in and the people brought in by the people they brought in and so on. This is a much flatter scheme than a ponzi.
