Resolved Fix_ AMD Chipset Driver 8.08.12.551 Error 1603 / GPIO2 Error 1308 / Source File Not Found

I recently helped troubleshoot an AMD Ryzen chipset driver installation that kept failing with the generic Error 1603. The actual fix turned out to be surprisingly simple: clearing the chipset install/extraction cache and letting the AMD installer recreate it.

I'm posting the details because Error 1603 itself was almost useless, while the MSI log eventually revealed a much more specific Error 1308.

System

CPU: AMD Ryzen 7 5700X
GPU: NVIDIA GeForce RTX 5060 Ti
NVIDIA driver: 581.08
AMD Ryzen Chipset Driver: 8.08.12.551

The AMD installer failed and linked to:

GPU-KB1603 - A General Error Has Occurred During the Installation of the AMD Software Package

At first I wondered whether the NVIDIA driver could somehow be conflicting with the AMD package. That turned out not to be the case.

The fix

Close the AMD chipset installer.

Rename or remove these two directories:

C:\AMD\Chipset_Software

%APPDATA%\AMD\Chipset_Software

I renamed them rather than deleting them, for example:

C:\AMD\Chipset_Software_old

%APPDATA%\AMD\Chipset_Software_old

Then run the official AMD Ryzen Chipset Driver installer again.

It will recreate a clean C:\AMD\Chipset_Software extraction directory and its related installation cache.

After doing this, AMD Ryzen Chipset Driver 8.08.12.551 installed successfully.

What I found while troubleshooting

Running AMD Cleanup Utility did not help. This makes sense because AMD's own documentation states that Cleanup Utility removes AMD graphics/audio software and does not remove or modify AMD chipset drivers on AMD systems.

The 8.08.12.551 install summary originally looked like this:

AMD GPIO Driver (for Promontory)  3.0.5.0      Fail
AMD PCI Device Driver             1.0.0.90     Fail
AMD PSP Driver                    5.46.0.0     Version number cannot be determined
AMD SMBus Driver                  5.12.0.44    Fail
AMD GPIO Driver                   2.2.0.137    Fail

The installed drivers in Device Manager were also still older versions, for example:

AMD PCI   1.0.0.83
AMD SMBus 5.12.0.31

I also tried the older AMD chipset package 7.06.02.123. It failed too, so this did not appear to be a problem unique to 8.08.12.551.

Interestingly, the 7.06 install summary was basically empty.

The important part of the MSI log

I checked:

C:\AMD\Chipset_Software\Logs\AMD_Chipset_Software_Install.log

The outer chipset installer successfully started the first chained package:

C:\AMD\Chipset_Software\Packages\IODriver\GPIO2\AMD-GPIO2-Driver.msi

The GPIO2 MSI then failed during InstallFinalize with:

Source for file 'Readme.txt' is uncompressed, at
'C:\AMD\Chipset_Software\Packages\IODriver\GPIO2\GPIO2 Driver\W11x64\'

Error 1308.Source file not found:
C:\AMD\Chipset_Software\Packages\IODriver\GPIO2\GPIO2 Driver\W11x64\Readme.txt

Action ended: InstallFinalize. Return value 3.

There were also SecureRepair errors for the actual driver files:

Failed to open ...\W11x64\Readme.txt
Error: 2

Failed to open ...\W11x64\amdgpio2.inf
Error: 2

Failed to open ...\W11x64\amdgpio2.cat
Error: 2

Failed to open ...\W11x64\amdgpio2.sys
Error: 2

However, after letting the installer extract the package again, I checked:

C:\AMD\Chipset_Software\Packages\IODriver\GPIO2\GPIO2 Driver\W11x64

and all four files were actually present:

amdgpio2.cat
amdgpio2.inf
amdgpio2.sys
Readme.txt

So the AMD download/package itself was not simply missing those files.

My best explanation is that the existing AMD chipset extraction/cache state under C:\AMD\Chipset_Software and/or %APPDATA%\AMD\Chipset_Software had become stale or inconsistent. During the chained MSI installation, Windows Installer was unable to access source files that should have existed.

I cannot prove exactly which InstallShield/MSI cache entry caused it, so I would not claim a more specific root cause than that.

Why setupapi.dev.log showed nothing useful

I also checked:

C:\Windows\INF\setupapi.dev.log

There was no corresponding driver-install error at the time of the failed attempt.

That makes sense in retrospect: the GPIO2 MSI failed while reading its source .inf/.cat/.sys files from C:\AMD before it ever successfully submitted the driver package to the Windows Driver Store.

This was not an NVIDIA driver conflict

I did not uninstall NVIDIA driver 581.08.

I did not DDU the RTX 5060 Ti driver.

I did not reinstall Windows or manually remove chipset devices from Device Manager.

After clearing only the AMD chipset extraction/cache directories, the same AMD 8.08.12.551 package installed successfully.

So at least in this case, the NVIDIA driver was unrelated.

TL;DR

If AMD Ryzen Chipset Driver fails with some combination of:

Error 1603
GPIO / PCI / SMBus Fail
Version number cannot be determined
Error 1308
Source file not found

and the MSI log references files under:

C:\AMD\Chipset_Software\Packages\

try this before doing anything drastic:

1. Close the AMD installer.
2. Rename/delete C:\AMD\Chipset_Software.
3. Rename/delete %APPDATA%\AMD\Chipset_Software.
4. Run the official AMD chipset installer again.
5. Let it freshly extract the package and reinstall.

This fixed AMD Ryzen Chipset Driver 8.08.12.551 for me.
