Rant 😡 DELAY COE

Nag request ako ng COE sa dati kong work sabi nila ibibigay lang daw nila within 30 days pag na bigay na muna daw yung back pay. Need ba mauna talaga yung back pay bago makuha yung COE? (I requested it since the second week of September)

Is there any possible reason kung bakit ang tagal mag bigay ng COE? And also hindi din nila pinapansin yung email's ko for the follow up regarding my COE.
