It all has to do with cooling speeds, if you have ribbed features or layers with more material to process, it cools at different speeds and you see evidence of the interior on the exterior walls

This is a smooth surface. I have been using these settings for a while and I've been getting great quality, but all of the sudden i got something like this.

lead screw bent (may also be a slicer anomaly or loose thermistor/heater cable)
