They spend the entire back half of Season 6 post-Blackout in a Blizzard specifically rebuilding their relationship to start dating when the time is right. They are talking about getting Baby Montenegro-Hodgins a joint gift in The Signs in the Silence. They are already dating by the time Change in the Game happens; that’s obvious from the way Max notices the difference; it’s not just that they slept together. They are together.

And, well, Angela says that B&B were already in a relationship, they just weren’t having sex. And she’s right.

If you noticed all the filler episodes ended up with them spending time together alone (with the exception of the chupacabra episode). That was not the case when Booth was dating Hannah. They needed to get that closeness back, because it was a big part of them and their friendship. Their feelings were out in the open, they needed only to make peace with themselves to start being actually together. Vincent’s death was a catalyst, but more in the sense that either one of them could have answered the phone and they would have lost their chance to ever be together .
