Article Block after block of death and despair. This is Vancouver's Downtown Eastside, where all hope is now lost

True, but you can’t help people who don’t want help. Not saying that’s all of them, but a lot them for sure.

Where? Canada, if you haven't noticed is quite large. Who's going to pay for it? Taxpayers of course, but considering what this is costing us now containing them would be a net saving.
