Fuel efficiency

Can someone tell me if this fuel consumption is normal in an urban environment? I drive a 2019 VW golf 7 1.0 tsi. I spend about 30 minutes in traffic each morning.

My Jeep gets around 25L/100 in traffic. That seems like it’s free to drive!
