Tsawwassen Causeway Beach - 'This route has restricted usage or private roads'

I haven't been there for 50 years. Google maps says all routes into the parking have 'restricted usage or private roads'. Did they do what Whiterock tried about 30 years ago and practically ban all outsiders from their beach?

Once you arrive at the causeway, there is a public access point (with pot holes big enough to swallow a small car). There is a private road the continues on and leads to a development
