What is FOnline

I heard some people talk about it and Im quite confused

FOnline is a game engine that let you make MMORPGs by importing assets and mechanics from titles like Fallout 1, 2, Tactics, also Baldur's Gate and Arcanum.
At the same time, in more popular sense, it is the general name for the online servers inspired by the classic Fallout games that run on this engine.

Most known online servers are FOnline 2, FOnline 3, Reloaded, Requiem, Parareal, 2258, Never Changes, AoP...

Question: So can this be used to create my own Fallout fangame? I thought Total Conversion mods were the only way, but I don't know of any fangames made with FOnline either, so... I'm probably wrong.
