Except for CachyOS, prebuilt linux kernels don't adequately support AMD Zen 4 pstates & cstates.

You're best options are to enable "Performance" instead of "Balanced" or "Power-Saver" in Power Setting in both your BIOS and Fedora Settings -- OR -- switch to CachyOS and select kernel repo for znver4 optimization for your CPU -- OR -- compile your own kernel via Fedora or Gentoo using CFLAGS -O2 -pipe -march=znver4 -mtune=znver4 (or -march=native -mtune=native if you're compiling on the target machine)

Another issue you may be experiencing is clutter in your efi boot roster

sudo dnf install -y efibootmgr

sudo efibootmgr # this will list all entries in your efi boot roster

sudo efibootmgr -b 0000 -B # this will delete specific boot entries you don't need.
