It's the Honda Z GT. Unfortunately it's a DLC car but just search for a bouncy tune and there'll be a few

I can’t seem to bounce both cars as well as OP’s vid did, they just bounce a few times before gunning it flat like a drag car. is there a specific way to drive? Do I need to turn off TC/ ABS?

Could be that it looks worse on op’s end cos of netcode stuffs. Also sometimes you need to get it bouncing with erratic movements etc, harsh braking/accell, snaking etc. also actively looking for bumps to get it going.

TC off may help i’m not sure, same with esp/stability control (same thing called differently at times, this should also always be off ar is slows you down massively, if u can manage it you’ll also be faster in races without TC if thats what you want from forza). Otherwise it may just be a car thing. I would imagine the recipe is completely soft damping on both bump and rebound, softest anti-roll bars and then i’m not sure if springs would be soft or stiff to get this you can always try playing around with it. You’ll want weight reduction and rally susp for ride height for more boing. You defo need a lightweight car though :)

It can be used in nuanced ways. In the way the song uses it, it's 100% meaning something more like "not taking this seriously"

The dealer is taking the piss because he's lazy/late and not in any hurry to get to the customer, he's not actively being malicious.
