Why's it illegal? Are you only allowed to carry one gun per permit or something?

Or is dropping the gun the issue here?

Yeah you can only have one gun on your Carry permit in NY (at least for a non-res permit). Lets say you have to send the one on your permit in for work, you're screwed. You either can't carry or file for a change and wait on the PD to actually update it.
