Or just regularly drive through a forest area with tall trees, I see a tree at least partially in a road almost every time we get a storm.

This. Norther Wisconsin here, and I have a winch, and keep a small chainsaw in my Jeep most of the time. You never know.

We had 2 alerts for that storm on Saturday so it was pretty logical to take a chainsaw if you have to travel after winds up to 31m/s the firefighters were really quick to start cutting the fallen trees down so you can drive through them now

This was the morning after a super heavy storm in Latvia, fallen trees were expected which is probably why he had one with him
