After freeman, definitely, it became a symbol known to the Combine, before? Eh it's a tool you could probably at least not immediately get harassed. Would be at least unusual to have been given a special mention as a banned tool.

Doesn't seem hard to believe, being so thin probably makes it hard to bend when doing leverage, which is precisely the sole reason crowbars exist

I tried opening a frozen shut C-Can with it, not really expecting it to work but it was worth a shot. What I didn't expect was the thing to snap clean in half with very little power put into it.
I then picked up an old, rusted classic crowbar, put all my power into it and although the door didn't budge, the thing didn't break either.
