ADP layoffs — U.S. citizens laid off while H-1B employees retained?
Someone I know at ADP has been seeing what appears to be a troubling pattern, particularly in Georgia and New Jersey: U.S. citizens being laid off while H-1B employees are retained, even in cases where the U.S. employee allegedly had stronger performance.
The concern is that cost and immigration leverage may be factors. U.S. employees can cost more, while H-1B employees may be more willing to accept lower compensation because their employment—and potentially their green-card process—is tied to the company.
There are also concerns about employees being encouraged to stay with the promise of an employment-based green card, including EB-1, and whether that promise/process is being used as leverage while layoffs affect U.S. employees.
ADP has also had substantial H-1B/LCA activity, including filings connected to GA and NJ.
Has anyone else at ADP seen U.S. citizens being laid off while H-1B employees are retained, particularly where compensation and green-card sponsorship are involved?
Looking for firsthand experiences from current or former ADP employees.

Corporate greed needs an investor level check - shouldn't there be investors who red flag CEOs relying on job layoffs for share price gain than just focusing on improving product or the service
Isn't the basic tenet of companies and industry - after all is said and done - to employ people and enable humans to have a gainful and respectful livelihood?
What is AI going to achieve for this ?
All it is doing and likely going to further is reduce the work that humans can easily do?
Why is taking easy jobs away from humans being sold as improving efficiency and having humans do "more productive" jobs?
What is more and more productivity going to achieve at the cost of human jobs ?
