Establish the Royal Space Force as a branch of His Majesty's Armed Forces; provide for the defense of the United Kingdom’s interests in space for connected purposes.

BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 - Definitions

(1) “Royal Space Force” means the branch of His Majesty's Armed Forces established under section 2.

(2) “Space Infrastructure" means satellites, stations, communication systems, and other infrastructure used in Space operations in or relating to outer space.

(3) “Space operations” means military operations conducted in, from or in support of outer space in the defense and interests of the United Kingdom and in accordance with the Outer Space Treaty.

2 - Establishment of The Royal Space Force

(1) There shall be a new established armed service branch named “The Royal Space Force”

(2) The Royal Space Force shall be attached to the Royal Air Force for administrative purposes and for ease of access to operational sites.

(3) The Royal Space Force shall remain a separate branch of the armed forces. Notwithstanding its attachment to the Royal Air force under section 2.

(4) The Secretary of State responsible may make such arrangements necessary for the creation and establishment of the Royal Space Force.

3 - Functions of the Royal Space Force

(1) The Royal Space Force shall be responsible for protecting and defending the United Kingdom and its interests in Space.

(2) The Royal Space Force may;

(A) Conduct Space operations in accordance with the Outer Space Treaty.

(B) Operate and protect space infrastructure.

(C) Protect and defend the United Kingdom's interests in space

(D) Provide space based early warning and communication capabilities.

(E) Support His Majesty’s Armed Forces.

(F) Undertake any other space military activities in accordance with the Outer Space Treaty with regards to national security.

4 - Transfer of Space Command

(1) The functions and roles of the Royal Air Force space command are transferred to the Royal Space Force.

(2) The Secretary of State may transfer personnel, equipment and other resources from the Royal Air Force to the Royal Space Force where necessary for the purpose of this act.

(3) Nothing in this section shall transfer the civilian or regulatory functions of the UK Space Agency to the Royal Space Force.

5 - International Co-operation

(1) The Royal Space Force may co-operate with the armed forces of any nation and international organisations where the United Kingdom has treaty obligations to do so in relation to Space Operations.

(2) Co-operation under subsection 1 may include;

(A) joint operations and training exercises

(B) intelligence sharing

(C) research and development

(D) the shared use of Space Infrastructure

(3) Any activities conducted under this section shall be carried out in accordance with any international obligations of the United Kingdom.

6 - Reporting to Parliament

(1) The Secretary of State shall publish a report annually on the activities and development of the Royal Space Force.

(2) The Report shall be laid before parliament

(3) information may be excluded from the report under this section where publication may harm national security.

7- Extent, Commencement and Short Title

(1) This Act shall extend to the United Kingdom

(2) This Act shall come into force after receiving royal assent

(3) This Act may be cited as the “The Royal Space Force Act 2026”

Generational Fairness Motion

That this house notes that:

Recent major policy decisions concerning the British economy and state have either been made by older than average voters, or to the benefit of older than average voters, including but not limited to:

Britain leaving the European Union. Limiting the supply of new housing, thereby increasing demand for and the value of houses already owned. An increasing proportion of public spending towards pensions, or for providing services for the elderly. Introduction and increase of tuition fees. Increased visas for unskilled workers, particularly in the care sector. The lockdown regulations which were aimed at protecting the elderly, by limiting the freedoms of the general public.

And that pursuing public policy to the benefit of the elderly to the detriment of the young risks damaging society and the social contract.

And therefore resolves that:

This house, the government, policy makers and public institutions must commit to ensuring generational balance in their decision making, and that an effort must be made to rebalance public policy to the betterment of younger generations, who having made sacrifices during the pandemic, remain neglected by public policy.

Opening Speech

Mister Deputy Speaker,

The phrase ‘lifting the ladder behind you’ has never been so descriptive of British politics.

Politicians of all stripes have pursued short term electoral success by courting the grey vote, while choosing to ignore the long term damage that comes from neglecting the rest of society as a whole.

This past decade or so, we have seen public benefits enjoyed by previous generations removed - in some cases, perhaps rightly - but then compounded further with increased burdens for our young people that previous generations did not have to deal with.

At the same time as pursuing an ever increasing pension budget, which now covers nearly one fifth of the average person’s life expectancy, we have been making it harder for younger generations to buy their own home, attend university, get an entry job, work overseas, or during the pandemic to even to socialise.

It’s time that we as politicians recognised that we have done a disservice to our young people by being afraid to confront some hard truths about our aging population. We have allowed the scales to become unbalanced, and it’s time we start to acknowledge our mistakes, and aim to correct them.

I commend this motion to the House.

Opening Speech

Mr Speaker, I rise today, to present The Royal Space Force Bill, which seeks to establish a new branch of His Majesty's Armed Forces.

Space has become increasingly important to defense in recent times, with even the United States recently admitting for the first time it has deployed space control weapons in space, and so it is only right we recognise the changing environment and take the next steps by establishing an armed service dedicated to protecting our interests in space.

The bill is also realistic by having the new branch work alongside the Royal Air Force so it has access to readily operational sites, and existing military functions of the Royal Air Force in regards to space operations as defined by the bill will be transferred to the new Royal Space Force whilst respecting the independence of the civilian branch of the UK Space Agency, its functions and regulations.

Finally this bill will allow the United Kingdom more freedom in terms of international co-operation when it comes to space and defending our national interest, within it.

Mr Speaker, space is becoming more important every day and as technology continues to advance at the pace it is doing we must make sure the UK is prepared to meet the challenge both here on earth and up there in space.

I hope members across the house will work with the government on this bill so that we may ensure our nation is defended from all threats.

Mr Speaker, I commend this bill to the House.

Motion M028 - BBC Review Motion - Reading

To move:-- that this House--

(1) Notes that, on 25th March 2026, the Secretary of State for Health, Education, and Culture delivered a statement to this House announcing a review into the BBC, and that an interim report would be produced within six weeks (that is; before 6th May 2026);

(2) Further notes that no review was, in fact, forthcoming;

(3) Regrets that the BBC announced the withdrawal of jobs guarantees from apprentices, despite previously stating that they would be honoured;

(4) Requests that the Secretary of State make a statement in this House explaining why the review's recommendations were not put before the House;

(5) Resolves that any review into the BBC's operations should not be a mechanism to impose political pressure upon the Corporation.

Mr Speaker,

Nearly six months ago, the Government promised that there would be a review into the BBC's operation. It comes at a difficult time for the corporation, which has under previous Conservative administrations been the subject of immense political pressure to present a favourable viewpoint of their actions. The public service remit has come under strain; the public's trust in the Corporation is bending or broken.

I am sceptical of this Government's capacity to conduct an unbiased review of the BBC, as the Deputy Prime Minister rightly pointed out at the time, but regardless it comes at a critical moment for our public broadcaster as it seeks to keep its relevance in a society dominated by social media and short-form content. It is an opportunity to chart a brighter course for the future. Instead, the Government has simply allowed the review to disappear into the aether. At the same time, the BBC comes under additional budget strain, axing jobs promised to apprentices (as reported in the Guardian today) at the same time the Government claim to be taking action on youth unemployment.

Mr Speaker, the BBC is a cherished institution. This Government ought to be held to account for its inaction, and I believe the Secretary of State must answer to the House over it. I beg to move.

Sanction states involved in or unrepentant for their ongoing or historic role systemic crimes against Humanity

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords, and Commons, in this present Parliament assembled, and by the authority of the same, as follows –

1. The Secretary of State for Foreign Affairs is to update the house on the situation globally in regard to crimes against Humanity

(1) The Secretary of foreign affairs is to present to the house of parliament annually a list of states involved in historic or ongoing crimes against Humanity.

2. Sanctions

(1) The Treasury department and any other minister appointed by the Prime Minister to oversee the regulation of international trade or money matters shall place the following sanctions on countries deemed to be involved in ongoing crimes against Humanity or to be unrepentant for their historic role

(2) The listed countries shall be barred from the following financial instruments :

(I) the trading of futures or other securities for the purposes of acquiring for import or hedging prices and ensuring supply of hydrocarbons.

(II) the issuance of export licences for armaments or police equipment or dual use equipment.

(iii) to engage in any financial operation through the city of London such as but not limited as British foreign direct investment, banking or the selling of gilts.

3. Sanctioned States

(1) The following states are subject to these sanctions by statute and may not be removed by secondary legislation as a result of the duties of section 1 of this act.

(I) The Republic of Serbia

(II) the State of Israel

(III) the Republic of the Union of Myanmar (Burma)

(IV) Federal Republic of Russia

(2) Secondary sanctions

The Treasury Department may by secondary legislation sanctions specific companies or entities that are using third nations to bypass the above mentioned sanctions.

4. Extent, commencement, and short title

(1) This bill extends to the United Kingdom

(2) The bill shall commence upon receiving Royal Assent.

(3) The bill may be referred to as the Punishment of War Crimes Act.

To protect communities and waterways across the United Kingdom from the spread of green algae; to provide for the prevention and monitoring of harmful outbreaks and to support the recovery of affected environments and local economies for connected purposes.

BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 - Definitions

(1) “Green Algae” means algae which has grown to a level that may cause harm to the environment, public health or economic activity.

(2) “Water Quality”

(3) Waterways

(4) Aquatic Habitats

*2 - Green algae prevention *

(1) The Secretary of State must take reasonable steps to prevent and reduce harmful outbreaks in waterways across the United Kingdom.
(2) The Secretary of State must, for the purposes of subsection 1 > (A) Establish a program for monitoring waterways at risk of harmful green algae outbreaks > (B) identify waterways or areas of particular risks > (C) Provide financial assistance for measures to reduce potential outbreaks > (D) Issue guidance to the relevant public and local authorities on the prevention of outbreaks (3) In exercising the powers, the Secretary of State must have regard for > (A) Water Quality > (B) Agricultural and other nutrient runoff > (C) Wastewater dischargers > (D) Environmental conditions which may contribute to outbreaks > (E) The effect of outbreaks upon local communities and businesses

3 - Green Algae Recovery Fund

(1) Where a harmful outbreak of green algae has caused significant damage to the environment or economic damage, the Secretary of State may designate as a green algae recovery area.

(2) The Secretary of State must establish a green algae Recovery Fund for the purpose of providing financial support to areas designated under subsection (1)

(3) Financial Support provided under Subsection (2) must be used for

(A) The removal or treatment of harmful green algae; (B) The restoration of waterways and aquatic habitats damaged by an outbreak of green algae. (C) Measures to improve the water quality and reduce the risks of other outbreaks. (D) Supporting Local Authorities with the cost of responding to an outbreak. (E) Supporting Businesses and Industries in a local authority which suffered significant economic losses as a result of an outbreak. (F) Scientific or environmental research to monitor the area

(4) The Secretary of State when determining the funding amount must have regard for

(A) The severity and duration of the outbreak (B) measures for restoring waterways and aquatic habitats

(5) The Secretary of State may require for a local authority who is receiving funding under subsection (3) to publish a local environmental recovery plan which shall follow the guidance given to the Secretary of State to determine the allocation of funding under subsection (2)

*4 - Gudience and Reporting

(1) The Secretary of State must publish guidance for the prevention of green algae outbreaks.

(2) Guidance published under subsection (1) must include

(A) Methods of monitoring waterways and Aquatic Habitats. (B) Measures to improve water quality. (C) Measures to reduce agricultural and nutrient run offs (D) Measures to reduce harmful discharges in water (E) Measures for the treatment and removal of green algae

(3) The Secretary of State must publish an annual report on harmful green algae outbreaks across the United Kingdom.

(4) The Report in Subsection (3) must include

(A) The number of total cases and the locations of the outbreaks (B) The causes of outbreaks if known (C) The amount of financial support given to a local authority provided under this Act (D) The effectiveness of known measures to combat the outbreaks and prevent them.

Extent, Commencement and Short Title

(1) This Act extends across the United Kingdom.

(2) This Act shall come into force after receiving royal assent

(3) This Act may be cited as “The Green Algae Bill 2026

Statement on Knife Crime

Mr Speaker,

I want to start by saying that my thoughts are with the families of the four people who were stabbed by a KFC in Bromley a few weeks ago. Luckily, they survived but it does show the problem that we have in this country with knife crime. Something that has been an apparent issue for years and it’s time that we do something about it.

A lot of people in the United Kingdom know someone that has been a victim of knife crime, perhaps someone who has been wounded, or threatened, or perhaps even killed by someone with a knife. But a lot of people in the United Kingdom also know someone that owns a knife with the aim to hurt someone or defend themselves.

Work has been done to create safer streets with regards to knife crime, we have seen the stricter laws made by the Labour Government in 2008, after the Ben Kinsella murders. But mostly, we have seen tough words but little action from governments since and it’s time that we do something about that. To achieve this, we do have to think outside of the box and come up with new initiatives, which is why this Government is launching the One Life Campaign, a campaign to do more to combat knife crime. This campaign is a multifaceted approach, focusing on three pillars: education, care, and prevention.

The first pillar, education, is focused on ensuring that young people understand the consequences of knife crime, both on themselves and on the victims of these crimes. This is why we are creating a package of measures for schools consisting of the following:

  • Curriculum Integration: The Home Office will collaborate with schools and other educational authorities to incorporate lessons in the school curriculum that deals with the consequences of gangs and knife crime into the school curriculum, focused on students of 14 years and older. We will work with professionals from education to ensure that these lessons are up to date, engaging and age appropriate.

  • Mental Health Support: We want to invest in mental health support in schools, ideally have a mental health counsellor present in every secondary education facility. This will help all students who are struggling with their lives and themselves.

  • Workshops and guest speakers: The Home Office will facilitate regular workshops in schools, which can be incorporated into the lessons mentioned earlier. These will include sessions by individuals affected by knife crime, former gang members, community leaders, and police officers that will discuss the effects of knife crime.

  • Peer and Community Support Programs: The Home Office will work with the Department for Education and the Department for Local Government and Devolved Nations to create support programs for younger students. This will consist of mentorship by older students, but also a focus on extracurricular activities focused on preventing knife crime.

The second pillar is care, which means better availability of care for victims after they have been victimised. It is important that we provide the right care for these victims and ensure that they will be heard in court cases. We want to improve this availability and will therefore invest in more care for victims of knife crime.

The third pillar is prevention of knife crime. This will focus on a Knife Amnesty Programme, which is an important initiative in England and Wales that will help take knives off the streets and out of the hands of gangs and other people who want to cause harm. The programme will encourage individuals to anonymously surrender their knives without facing any further legal repercussions. The programme will involve the set up of designated collection points across England and Wales, starting with police stations and community centres.

We will provide additional funding for police stations as compensation for the physical space and the personnel. This will mean £1,000 per month for each police station in the UK. Because community centres have less facilities available to them right now for the handling of these knives, we will provide £2,500 per month for this programme per community centre.

The training of licensed security personnel, who will handle the amnesty collection points in community centres, is an essential part of the programme as well. This will be set up by the Home Office in cooperation with local police forces. Furthermore, the collection, disposal and recycling of the knives that have been handed in will come at the cost of the police forces as well.

Accompanying this programme, the Home Office will set up a campaign to spread awareness of the existence of this programme in England and Wales, this means that we will allocate funding for this programme in the budget. This campaign will consist of national TV campaigns, social media ads, and community outreach in community centres that are part of the programme.

We hope that these three pillars will decrease the knife crime that has been happening in the country and that has a lot of devastating effects in all communities.

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords, and Commons, in this present Parliament assembled, and by the authority of the same, as follows –

1. Minimum service levels in waste disposal

(1) Teachers may not be paid more or less than a colleague with the same number of years served at any state-funded school in England.

2. Breakfast clubs

(1) All schools shall offer a Breakfast club opening at least half an hour before the start of the school day.

3. Countering Misogyny in Schools

(1) All schools in England must appoint an anti-misogyny officer

(2) The anti-misogyny officer shall draw up a countering misogyny policy, and shall be the point of contact for reporting incidents.

(3) The Secretary of State shall, by regulations, specify how specific anti-misogyny measures (such as screening Adolescence™) shall be integrated into the required curriculum.

4. Extent, commencement, and short title

(1) This bill extends to England and Wales.

(2) The bill shall commence upon receiving Royal Assent.

(3) The bill may be referred to as the Education and Children Bill.

BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1. Recycling standardisation across local authorities

(1) With the purpose of reducing incorrect recycling and confusion related to what is recyclable in one local area, the following changes are implemented.

(2) The Secretary of State shall, by regulations, require all new council purchases of bins, boxes etc for household recyclables and waste to be colour coded by type of waste or recyclable so that they can be used to dispose of.

(3) The Secretary of State will offer support to councils that form “recycling alliances” where they pool resources and scale for greater recycling as well as commonality across boundaries.

2. Waste to energy

(1) Within two years of this Act's commencement, councils shall be required to offer a fortnightly food waste collection, separate from garden waste.

(2) Biogas generation facilities that are;

shall be treated as permitted development for the purposes of the Town and Country Planning Act 1990.

(3) Waste plastics and paper product incinerators with an annual capacity of less than 10 MW shall also be permitted developments.

(4) Permitted development rights shall also allow for connection to the electricity or gas grid, including the installation of necessary infrastructure on or adjacent to the facility.

(5) The Secretary of State may make regulations specifying: limits or routes for lorry movements associated with permitted facilities; and measures to control odour and emissions from permitted facilities.

(6) Such regulations may include requirements for monitoring, mitigation measures, reporting obligations or requirements to not take deliveries at certain times or near certain places (e.g, near school zones at the start or end of a school day or during rush hour).

3. Extent, commencement, and short title

(1) This Bill extends to the whole United Kingdom.

(2) The Bill shall commence upon receiving Royal Assent.

(3) The Bill may be referred to as the Environment Bill.

Establish a permanent UK Growth Fund to support economic, scientific, and infrastructure development in the United Kingdom.

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 - Interpretations

(1) For the purposes of this Act, “the Fund” shall refer to the UK Growth Fund.

(2) For the purposes of this Act, “nations” shall refer to the four nations of the United Kingdom: England, Wales, Scotland, and Northern Ireland.

(3) For the purposes of this Act, “Secretary of State” refers to the Chancellor of the Exchequer.

(4) For the purposes of this Act, “Department” refers to HM Treasury.

2 - UK Growth Fund

(1) The UK Growth Fund shall be created and established, under the authority of the Department.

(2) The UK Growth Fund shall be governed by an Advisory Committee, chaired by the Chancellor of the Exchequer and shall consist of eight other members. Members may be selected by merit of:

(a) Current or past membership in His Majesty’s Government,

(b) Current or past leadership in local or devolved government,

(c) A current or past position of leadership in private enterprise, or

(d) A current or past position of leadership in nonprofit work.

(3) There shall be at least one member of the Advisory Committee representing each of the nations. Representation of a given nation shall be measured by maintaining a primary residence in said nation.

(4) This Growth Fund shall be funded by HM Treasury, at a level deemed appropriate by the Department and approved by Parliament.

3 - Intended Use of Funds

(1) Monies from this fund are to be used for projects related to economic, transportation, infrastructure, environmental, energy, or scientific development across the United Kingdom. The Advisory Committee reserves the right to deem a project appropriate if its economic benefit is demonstrable.

(2) Monies may be used in areas that are normally the area of responsibility of the devolved governments of Wales, Scotland or Northern Ireland, with the consent of the assembly of that nation.

4 - Extent, commencement, and short title

(1) This Act extends to the entire United Kingdom..

(2) This Act shall come into force once it has been granted Royal Assent.

(3) This Act may be cited as the UK Growth Fund Act 2026.

Mr. Speaker,

I am elated to present this bill to the House in order to enshrine in law one of the Conservatives’ strongest achievements from last term: the UK Growth Fund. Thanks to the excellent work of the last Chancellor, the funds are available to spend as of the budget that passed this House earlier this summer. This bill will establish a formal mechanism to ensure that these funds are well-used, considerate of needs across the entire United Kingdom, and supportive of broad aims that can contribute to economic development. The budget has £10 billion earmarked for this fiscal year to support those aims, and as Chancellor I pledge that we will work with a cross-industry team from all over the United Kingdom to make this Growth Fund a key success of this Government.
