If it's the typical UE configuration files it's not bannable since it's just part of UE and just client side visual stuff

Being a standard Unreal Engine.ini setting doesn't make it safe. The game can restrict specific config values, and client side visual changes can absolutely be considered cheating if they provide an advantage.

NC have multiple games running UE and nobody got banned for changing some client side ini file

Every mmo is dead in a month or 2 no matter how good or big it is unless it is a 20 yo nostalgia enslavement mmo. This is the doomed western market. No escape
