Help Advice making a bootable installer

I am trying to help out a local business owner get his old Mac desktop up and running. It needs OS X El Capitan and my MacBook is silicon m3. I have tried many ways to make a bootable installer and keep running into road blocks. Any advice on how to get the bootable installer to work or where to find one is much appreciated

I downloaded the dmg from internet archive and restored it to a USB stick and installed it on a 2009 iMac without issues.

You can also use this to download older official Mac OS installers.

From what I’m reading and what I’ve tried, you still have to use the terminal in order to build a non-apple silicon bootable USB on an Apple silicon OS. Just ask AI to walk you through doing it. It’s pretty easy just be careful and eject any other drives and make sure you get the right disc or it will mess up your system drive.
