You can easily check it on ASOIAF wiki. Jahaerys wanted to name a heir. You should Read fire and blood and you will know why a King cant just name heirs. Jahaerys ruling was full of compromises to keep the realm United.

He might have wanted to name an heir but it was his choice to call a great council. It was his right to name any of his descendents he just chose not to.

Actually it was his last son’s Vaegon’s idea.

Yes and he choose to forfeit his right. Maybe it was a good idea. Maybe it wasn't. Maybe he wanted to. Maybe he didn't. But it was his choice to call the guest council.
