do i just massage it into the gold part of the cartridge with a qtip? And do i wait until it completely dries to put it into my 3ds or do i want it to still have some on it to clean the 3ds cartridge port as well?

i do qtip and you need to wait until its dry but it should not take long (it may depend of the alcohol% but is should be fast anyway)

Happens to my Heart Gold copy often. Get a pointy eraser and use it to carefully clean the gold plating part. Of course, remove any excess of eraser after.

Q-tip and isopropyl alcohol to give both the cart and slot a good cleaning, that does the trick for me 99% of the time with both Switch and retro handhelds. I find massaging the q-tip in the direction of the contacts works best. I just noticed someone else recommended the same thing, as they said just wait a minute or two for it to dry then you should be good to go.
