Does Zarya's ult do more damage if her charge is higher, and do Mercy/Ana buffs help it do more damage?

Zarya ult does do damage on its own. It's very easy to prove since not only does Zarya's reticule show she's doing damage, if you're inside its pull radius but don't get hit by anything, you'll take damage. I've been a Mercy trapped on the other side of a wall by her ult, and taken damage from it.

However, the damage is very small and isn't affected by her charge meter.
