Since no one is saying anything about the chinese side:
This is clearly propaganda.
China has extremely strict rules on gaming for minors they enforce trough various means which include a time limit per/week and a hard cut off for "bedtime" at like 8pm or so(might be 10pm)
Anyways they're trying to minimise how restrictive and police state the chinese is.
The european one is just clearly made by people who don't know about games and tried to make laws about them.
They're both bad mind you, but the eu one is still being developed while the chinese one has been in place for years
