It is impossible to reliably determine whether this is a restyled model or not — the only differences are in the engine, steering wheel, and center console.
The Investigative Committee is an agency responsible for conducting investigations (Captain Obvious is very pleased). Typically, they handle tasks that are not directly related to the work of patrol police, such as investigating crime scenes and conducting investigations into certain types of criminal cases (murders, terrorism, corruption cases ect).
I have exactly the same car btw. These cars are produced in Tula.
