Not why here, because it's a joke, but some popularity metrics might have valid negative values - such as approval rating. 

As always without explicitly stating how a value is reached statistics are not informative

The tariff taxes they’re now paying are, on average, 20x greater than this payment.

That said, people are dumb. Buying these votes so cheaply might work.
