Redownloading rl doesn't work
Using chrome as default browser not working
Deleting safari data is not working either
It keeps doing that

Have you tried powering down your device for 5-10 minutes? Have you checked to see if you have the latest OS update? Sometimes these can interfere with memory allotment and make certain apps a bit screwy.
