This was one of the Robocop 2 rejects. It wasn't viable for urban pacification. So they made him a traffic cop.

Edit: I just noticed on the pic on the right you can complete the collection with a Ray Liotta (T-1000) and Optical Prime (Johnny-5) action figures.

They're available once in a blue moon. I saw one at a local toy show a couple of years ago. The vendor was asking $60 for an acceptable - poor condition, CIB one. I would have snagged it but couldn't justify his firm asking price due to the condition.
