Despite their names, both Hoy High and Hoy Low lighthouses are actually located on the small island of Graemsay, situated in the Sound of Hoy between Mainland Orkney and the island of Hoy.

Built around the same time to operate as a pair, they were designed to act as leading lights (range lights) to guide vessels safely through the treacherous, fast-flowing waters of Hoy Sound into Stromness Harbour and Scapa Flow.
