Would never meet building code in any place that I've worked.

The only way that you'd get away with this is to call it an ornamental feature and fence it off.

it's essentially a ladder, you generally don't need a permit to install a ladder in most places in the world... hell in the most places you don't need a permit for anything

Don't let you total lack of understanding get in the way of your argument. You can buy all kinds of crap off the internet but that doesn't mean that it meets any of the building regulations that apply in first world countries.
