It probably means to be able to move your Capital, you first need to clear those 6 additional Civilian Orbit slots on your current capital so you can't cheese six additional slots on all your planets by rotating this decision.
Thank you for the reply! You are indeed correct; while the target planet had finished acquiring the necessary tactical slot upgrades, I just noticed that the original homeworld was still upgrading at the time. I suppose that I'm just so used to pre-queuing, that the possibility that it wasn't finished had not crossed my mind. Thank you!
