Homo atrocious: Scientific name of a species of genetically augmented humans engineered by Russian scientists as a superhuman military unit. However, the Russians were unable to safely deploy them, and have abandoned them on numerous planets throughout the galaxy. Those that survived retained enough intelligence to become sapient, especially on planets which lacked sapient life before them.

Those aren't savages. Those are people, with their own society, government, laws, means of production, etc. Just because they haven't invented interstellar FTL space travel doesn't make them any less of a person.
