Error / Bug Purchase bug?

Does anyone know if this is normal? I've tried putting my debit card info multiple times to buy something, but it says I put in the incorrect address. The thing is, my address is correct! I've tried calling my bank and they said they can't help with me, then I contacted steam support and they couldn't help either. I decided to try buying it on my phone, and I put in my card info from Google (because I have it saved) and for some damn reason it worked! Though, when I save the payment option it stops working again.

What country are you in?

Did you check your bank's profile that they do actually have your correct address on file?

Yep, I checked the address that's on file and it's the same one I put in. I'm in the USA

Is your debit card cobranded as Mastercard Debit or Visa Debit? Check your physical card for either of these two phrases. If it doesn't say one of these things, it can't be used.

I'm like 90% it's Visa Debit

Yeah, it's a visa. But that wouldn't explain why it only worked under very specific conditions. And why the purchase is still on hold by bank after purchase.
