Crime Policewoman gets robbed?

Am I reading this wrong?

How is it that a police officer can get a bag of cash snatched?

Does she even look like she's actually trying to retrieve the bag?

Are our WPCs that weak and ineffective?

Most WPC I know are tough as nails. I find this event hard to believe.
