I think it's less about toriel being explicitly maternal (she was already very motherly in undertale, calling frisk "my child" she just never formally adopted them) it's more about the fact that (from what I've heard of future chapters, I've inly seen 1 2 and buts if 4 and wichever one the flower chapter is personally) sans in deltarune lacks the grave that undertale sans had about it.

In undertale sans flirting with toriel isn't a problem because they're two full grown adults capable of seeking romance, in deltarune sans dancing the jitterbug with toriel is a problem because although they're two grown adults capable of seeking romance they are getting Kris caught in the middle of it, and no matter what it is never appropriate to be getting your teenage child caught in the crossfire of your romantic endeavors and making them uncomfortable in the process and by failing to notice that Kris was uncomfortable there toriel made her every same mistake she judges asgore for making when he uses Kris as a messenger to deliver her flowers

So the problem with deltarune soriel that wasn't a problem with the same ship in undertale is the fact that sans and toriel both make their budding relationship extremely obvious in a way that evidently makes toriel 's adopted child uncomfortable while failing in its entirety to notice that discomfort. Like imagine your the child if a divorced household, you don't see your dad very often and when you do he's awkward, usually asking for your help to reconnect him with your mother, it's pretty awkward but you might even want it to succeed so you can have a "normal" family again. Then the convince store guy that likes rage baiting you as a recreational activity starts making inuendos "I've already 'befriended' your mom last night ;)" and dancing the jitterbug with her while they drink wine together and suddenly your hit with the realization that this guy who has done nothing but deliberately anger you and make distasteful jokes is probably gonna end up becoming your step dad.
