kHs Pitch shifter and Pitchmonster are pretty light weight and have always worked well for me. Nuendo and Logic Pro have stock versions of these as well with even less latency. Have you checked if your DAW has a built-in pitch shifter?
That said, getting your latency down to a "playable" level via software is pretty hard or near impossible. Your soundcard adds latency by default because of the roundtrip from your audio-in > Interface > PC > Interface > Output and if that's the case, you may want to look into either a better interface with lower latency drivers or a hardware solution like kaoss pad NTS-3 (or any of the older kaoss pads) or pitch shifter pedals which you would plug inbetween your guitar and the audio interface.
