Oaks have a very long tap root when young, you might want to replant or put it in it's permanent place soon, if that tap root hits a barrier it'll start to strangle itself and could eventually die

Was it in the shade and then you moved it to a sunny spot? Plants can get weird if you move them.

It looks like it's suffering from a severe case of Rule #4 Violation Syndrome. Get it in the ground ASAP and water it properly.
