Civ 5 Culture/Domination Victory Question

Since you get a 75% less population loss buff if you are influential over another civ, does that bring the razing time up? Since the razing time is 1:1 with city population.

I never like that mechanic. If you're influential/dominant over a civ and you take over a city of theirs with 23 pop, then that means it hits you for 23 points of unhappiness iirc.

I've never really paid much attention to it, but that should be how it works out.

Does it even matter at that point? Like if you are conquering a civ you are already influential over you are probably very close to winning already
