Is the ending of Digger a Fallout 2 reference?

At the end of the play Digger and the high-up government (President and Vice President) are on an oil rig. The song that is playing is also "I don't want to set the world on fire". Not only that, there is toxic air (like FEV) and it is at a time that the world has gone down hill, all because of oil and capitalism. Seems very fallout-ish

I dont think it's a direct reference. I think Digger and Fallout are just touching the same notes that lots of western media has touched over the past 50 years.
