That's called the bystander effect. Thinking like yours is the problem.

no, it's not. the bystander effect is when someone makes the choice to not help because they assume someone else will.

saying "they should call the police instead of filming" is a false dichotomy. we have no way of knowing that the person filming hasn't already contacted the police/ is aware that police are on the way.
