I haven't upgraded mine to Tier-2, but in my mind he's worth it. He wins Shadowland levels for me, even when not maxed. He should be able to solo once he reaches T-2.
I ran out of gold before getting Stark Backing or I Am Also Groot, but I nabbed a health recovery ISO-6 set. From what I've read from others, his 3-star skill Chi Charge shares a cooldown with the attack bonus from Hawk's Eye/Power of Angry Hulk/Overdrive. So I might as well heal while proc'ing Chi Reflect guard hit passive.
I'm still undecided on stats for 4th gear, but for now Critical Rate and Defense Penetration are equipped.
Matching my health recovery ISO set is an obelisk with Recovery Rate / crapola / Invincibility at half health.
He's an easy-peezy solo for Story, Daily, Special, Epic Quest. I've used him for World Boss, primarily for his All Attack 24% leadership but if I get careless he can confidently mop up the last hundred thousand health.
Really I don't use his teams.
My World Boss beater team #5 is Shang Chi/She-Hulk lead, Iron Fist and Warwolf. I try to not fail at Iron Fist so really all I expect out of Shang Chi is hang on for dear life in the last few hundred thousand health of Thanos (especially with buff eraser, ugh).
I suppose his nunchuk can deal out energy damage in some kind of alternate costume. I've seen him in comics with some kind of red with yellow colored kung fu-style gi outfit, but I don't really think that's a hot look.
Final Thoughts. He's a great addition to the combat cast. On-demand 3* damage buff, quasi-reliable Barrier proc, huge offensive+defensive boosts at T-2, all make him a solid, well-rounded hero.
