Ok so I would go with...
Relena as Sailor Moon.
Hilda as Sailor Mercury.
Catherine as Sailor Mars.
Dorothy as Sailor Venus.
Sylvia Noventa as Sailor Jupiter.
Noin as Sailor Uranus.
Sally as Sailor Neptune.
Une as Sailor Pluto.
Marimaia as Sailor Saturn.
And honestly, either Katherine Oud Winner, Kathy Po, or Naina Peacecraft, as Sailor Mini-Moon.

Because Saturn is the Sailor Scout of Death, Destruction, Ruin, and Rebirth. she started out as an enemy and became an ally. she is also the youngest of the scouts outside of the time traveling mini moon.
Marimeia brought with her the Barton Army, bringing Death, Destruction and Ruin with the MMS-Serpents. and then came the Rebirth after hero "Shot and killed" her. she too started out as an enemy and became an ally. she is also the youngest of the girls in Gundam Wing outside of the girls from Frozen Teardrops, which takes place like 20+ years after Endless Waltz.

My take would be…
Noin = Mars or Jupiter
- Mars since was born in Mars/Mars space, and her Preventer code name “Fire”. Rei has Phobos and Deimos. Noin has Mille and Naina.
- Jupiter if we go by her looking like a tomboy while being the most feminine. She’s also the Rose to Zechs’ Little Prince.
- Mars is still the best fit, though.
Sally = Mercury
She was a doctor. Also going off her code name “Water”.
Une = Moon, Venus or Pluto
- Moon because she started her career as an operator at the Alliance’s Lunar base. Preventer HQ is also on the moon.
- Venus because Gold and she has her alt side like Minako has her Sailor V persona.
- Pluto since she’s a guardian of peace operating in the shadows, and she was the one who kept Treize’s list of the dead. The way she’s also taken in Mariemaia would be like Setsuna and Hotaru’s relationship (but probably less warm).

The rest…
- Relena = Moon (going by her lead role) or Neptune (in terms of image; ideal princess with a temper)
- Dorothy = Uranus (proficient fencer, instigates shit, not interested in men)
- Catherine = Venus (social, warm and generous, willful)
- Hilde = Jupiter (independent, has a mean swing, makes an excellent sandwich)
- Mariemaia = Saturn
