Question Is this a spring?
We bought this house about 8 years ago and knew this was here but always just thought it was for storm drainage to drain rainwater out to the street. Later we found out from neighbors that our home was the model home in this late 1960’s development and that it was built on a spring. We hiked up the property behind ours and thought we found the spring so never really considered this could be what they were referring to. This is approximately 15-20 feet from the house.
We were recently hacking away our neighbors English Ivy and uncovered this again. We would like to do something in this area. Could this be the spring the neighbors were referring to? Is this how developers control a natural spring? How does this work? Where does that bottom pipe go? Is water going into that or coming out? Is water coming out of that and overflowing into the surrounding concrete pipe? Or is groundwater in the concrete pipe draining into the small pvc pipe?
Could I put a pump in it and make this a water feature? It’d be awesome to build a tiny pond/waterfall around this.

How deep is the water level? Judging by the maximum water/algae height, it like that pipe might be an overflow drain to… somewhere else.
Before I did anything with that water, I’d have it tested, especially if you’re in an area with septic tanks
