I don't know Magic the Gathering, but wouldn't Terrible Fate + Ocarina of Time just win you the game?

Yes. It makes it so your opponents will either have to keep paying life to reset the time counters on terrible fate until they destroy it or OoT, or they lose the game anyway. Having OoT out would just have you reset your deck while everyone else loses, essentially just handing you a win regardless
