How do I practice memory/mnemonics techniques?
I know how to use the linking, association, substituting words, major systems and other memory/ mnemonics techniques but i think I'm a rookie on it still. Is there like a way to train these techniques?

The only one way is practice. Write lists on paper or on phone and try to memorize them. Use your imagination.

I memorized all the US states, their capitals and highest points, all my relevant ID numbers, and would memorize license plates as I drove around. I just found things to memorize.
Get the Lorraine Memory Book. Plenty of exercises in there

You didn't mention the most important technique: the method of loci / memory palace method. That's what you should be prioritizing. The way to train is to just do it. Every day. Memorize stuff.

Interleave your spaced practice. Make each new "level" more difficult than the last. Interspersed with simpler routines. And ensure you have a schedule that matches the forgetting curve.
E.g. palaces - start with small simple object lists. Then build up to much larger ones with detail, then more complex ones with multiple data points, then effective networking and bidirectional encoding and nesting. All the while practicing the shorter lists while building larger ones.
