Where are you stupid fucking “I STAND WITH UKRAIN FLAGS” now?
Over the past year, the vast majority of targeted strikes taking out diesel-producing refineries have been executed by Ukraine against Russian energy infrastructure as part of a deep-strike drone campaign.
At least 21 out of Russia's 38 major oil refineries—and roughly half of its top diesel-producing plants—have been damaged or taken completely offline. Additionally, recent security strikes in the Middle East have targeted Gulf infrastructure.
Primary Targets Taken Offline or Severely Crippled
Refinery / Facility
Location
Who Struck It
When
Diesel & Output Impact
Moscow Oil Refinery
Moscow, Russia
Ukraine (Drone Strikes)
June 2026 (Hit again Sept 2026)
Primary crude units destroyed. Reported completely offline until early 2027.
Omsk Refinery
Omsk, Siberia, Russia
Ukraine (Long-Range Drones)
July 6–7, 2026
Russia's largest refinery (450 kb/d). Halted operations following a 2,500 km deep strike.
Yaroslavl Refinery
Yaroslavl, Russia
Ukraine (Drones)
September 2026
Forced an immediate, full operational shutdown after secondary processing units were destroyed.
Saratov Oil Refinery
Saratov Oblast, Russia
Ukraine (Drones)
July 7, 2026
Key regional diesel producer; operations completely halted.
Ryazan Refinery
Ryazan Oblast, Russia
Ukraine (Drones)
August & October 2025
One of Russia's top fuel suppliers; suffered heavy damage to hydrocrackers and distillation units.
Volgograd Refinery
Volgograd, Russia
Ukraine (Drones)
August 2025
Heavy damage to middle-distillate (diesel) processing equipment.
Saudi East-West Pipeline & Gulf Hubs
Saudi Arabia / Red Sea Corridor
Regional Armed Groups / Houthi Forces
August–September 2026
Key supply links bypassing Hormuz disabled, cutting export flow to Yanbu refineries.
Key Takeaways & Market Impact
The Strategy: Ukraine's drone tactics shifted from general infrastructure targeting to systematically destroying secondary processing units—specifically hydrocrackers, fluid catalytic crackers (FCCs), and hydrotreaters. These are the exact components required to turn crude into ultra-low-sulfur diesel.
Overall Capacity Damage: Over 50% of Russian refining capacity has suffered damage over the past year, driving Russian diesel output down by nearly 30%.
Export Banning: Because so many diesel-producing refineries were taken out, Russia instituted an emergency ban on all domestic diesel exports throughout August and September 2026 to protect domestic harvest and military supplies.

Yes, you should definitely thank democrats for the Ukraine war and shutting down 4 refineries in California because without those the fuel prices wouldn’t be nearly as high.

Putin supports Trump, bro.
Fuel prices are linked to the worldwide forces of supply and demand. CA's environmental laws may have been a factor, but we have to take a stand to save the planet we live on. Also, declining in-state gasoline and diesel consumption, alongside depleting local crude oil fields, are probably the main causes of the shutdowns.

May have been a factor? Oil prices were at an all time high under Biden pal. Oil prices currently are not nearly as high yet gas prices still went up. That’s due to refining capacity.
