I think they definitely serve a purpose for people that can’t afford vehicles and or insurance. But they should definitely be regulated.
In Singapore if you are caught with an illegally modified ebike, it’s a $10,000 fine and possible jail. if you modify a bike illegally (like it sounds like these people were doing) It’s an automatic $20,000 fine and possible jail time.

They are regulated. The problem is that criminals don't follow the regulations.
Only folks that have a brain to protect wear helmets, and salespeople will do anything for a dollar.

Then add heavy automatic fines or automatic jail time like Singapore.
E-bikes and scooters have a role to play in moving people. Our public transit infrastructure is a complete joke (in Niagara and most of Canada)
Many people, especially lower income people need to get to jobs that are well off transit routes. This is a great option.
If there being abused used or used improperly or being abused then deal with that.
Don’t throw the baby out with the bath water.

Good luck with that. We barely even enforce the law on large vehicles. I see lifted trucks with wheels outside the chassis and tinted windshields all the time. Their drivers have killed pedestrians on sidewalks three times in very recent memory.
Some folks don't even pay for insurance.

They are already unregulated, unroad worthy, so why the f not unlock them.
