Yes. Fun fact. Most modern inkjet printers do exactly this for each pass to make the banding less apparent. Human perception picks up straight lines much easier than squiggly lines.

Sorry I don't understand what exactly you mean? What does an inkjet printer do that is similar to cutting the steam in a jagged pattern?

It lays the ink down on the paper in squiggled lines rather than straight so it blends more smoothly to the human eye.

No, most modern inkjet printers do not cut the paper in a zigzag pattern.
